TPW is continuing to monitor and evaluate the intersection for additional considerations. Sent the following email: """ Hi Josh, I want to give you a follow-up regarding you Austin Transportation and Public Works Department (TPW) 311 service requests on Vaughan St, Philomena St, and Aldrich St. TPW installs all-way stop treatments to clarify who has the right to proceed through the intersection. When studying an intersection for these treatments, TPW follows criteria defined by the Texas Manual on Uniform Traffic Control Devices (TMUTCD) using data such as traffic volumes and reported collision history. All-way stops are typically installed when there is a similar amount of traffic driving on both streets, and when a minimum amount of traffic passes through the intersection, or in some cases if 5 or more collisions occur within a single year that could have been corrected by all-way stop controls. The TMUTCD specifies that all-way stop controls should not be installed for traffic calming/speed management as they may cause additional safety concerns. During this year TPW collected data on Vaughan St at Philomena St, Robert Browning St, and Simond Ave. The data we received showed that the intersections do not meet warrants for all-way stop installations based on volumes or recorded crash history. TPW is planning to collect data at Vaughan and Sorin St to evaluate the possibility of an all-way stop however construction at the intersection has delayed data collection. TPW has also been planning to collect speed and volume data along Aldrich St at the intersections with Simond Ave, Garcia St, and Robert Browning St. The data will be collected when construction allows accurate data collection. A review of existing collision data showed that it would not meet collision-based warrants, however we are continuing to monitor and evaluate. Regarding speeding, TPW manages the city-wide Speed Management Program to address speeding concerns and has created a process to evaluate and prioritize streets for speed mitigation treatments on Level 1 and Level 2 streets, similar to residential and collector streets. This approach includes a balanced consideration of crash history, the built street environment, adjacent land uses (including schools and parks), and speed profile. To meet this goal of addressing speeding concerns, TPW has created an evaluation procedure to proactively prioritize streets for speed mitigation treatments in a data driven approach outlined here (see "Traffic Calming Methodology" tab). TPW developed a Traffic Calming Toolkit, a toolbox of speed mitigation strategies and treatments that may be applied in isolation or in combination with other treatments to achieve speed reduction on Austin's Level 1 and 2 streets. Twice per year, TPW allows residents to request a speed study on their street for inclusion in the rankings for project selection. The request windows open twice per year and 60 streets are selected on a first come first served basis. The next request window opens on October 1st and a request may be made by contacting Austin 3-1-1 by phone (dial 3-1-1 from anywhere in Austin), by mobile app, or online at http://austintexas.gov/department/311.
