caller has two dog in yard that she cannot keep and dogs found with collar and broken rope still tied to animal

Caller called Pflugerville animal shelter and they told him he cannot take the dog because he found it in Austin area

Caller is reporting that a dog was left in front of her home while bringing it water the owner had asked for. Owner has not come back. Caller is requesting assistance from AC.

This dog was dropped off and left behind at a dog park.

The caller states that her sister noticed that the owner was taken to the hospital and they dont know if he is back. You can see the dogs bones and the callers dont see any food or water. It has an orange or red collar and its a male.
